Proposals in Negotiation

This  should be a list of proposals where the client has opened the proposal and   contacted the vendor and negotiations

 on rates are on going.

 This section will require a "Version" system similar to the one used in the "Contract"  list.

 I realize we have not attached a link to the vendor for the   negotiation process, but we will do that soon.
